Office of Personnel Management (OPM)

Independent government agency that provides regulatory oversight and determines the procedural guidance of the annual Combined Federal Campaign. Leadership is provided by the Office of CFC under the direction of Mr. Keith Willingham.  You can see more at

Local Federal Coordinating Committee (LFCC)

Each Combined Federal Campaign (CFC) region is governed by a Local Federal Coordianting Committee (LFCC).  An LFCC is comprised of Federal employees and, whenever possible, members of local Federal inter-agency organizations, such as Federal Executive Boards, Federal Execcutive Associations, or, in the absence of such groups, self-organized associations of local Federal officials.  These LFCCs also include representatives from organized labor unions and other employee groups. 

The LFCCs are overseen by the OPM Office of CFC and must comply with regulations and guidance as well as the annual CFC calendar. 

Principal Combined Fund Organization (PCFO)

Each region, in addition to an LFCC, must have a not-for-profit organization that administers the local campaign and acts as fiscal agent under the direction and control of the LFCC and the Director.  This organization is known as the Principal Combined Fund Organization (PCFO).  The PCFO must be a 501(c)(3) charitable organization that is selected by the LFCC to conduct an efficient and effective campaign in a fair and even-handed manner aimed at collecting the greatest amount of charitable contributions possible.

Campaign Staff

Staff of the appointed PCFO are hired to help to administer the campaign through fundraising, marketing, technology, training, and fund distribution.  

Loaned Executives

Loaned Executives are Federal employees who work full-time with CFC staff for approximately six months to support campaigns in his/her assigned accounts.  They then return to their permanent duty with their government agency.  The Loaned executive program was authorized by President Nixon in 1971 via an Executive Order.

CFC Foundation

This is an independent, not-for-profit organization that supports the campaign with training, marketing and other administrative and communications support.  The CFC Foundation is supported by revenue from activities planned and does not participate in the campaign.  The Foundation manages the website F file.)

National CFC Committee

This is a group that meetings monthly throughout the year to share information, provide input to OPM Office of the CFC, and plan annual training and other functions.  The roster of the National CFC Committee is provided at the link below.

Emerging Leadership Council (ELC)

The ELC is an affinity group within the federal government in some regions that aims to teach, inspire and enable the next generation of CFC donors.
